Tribal Ready, PBC

Joe serves as President & CEO of Tribal Ready, PBC, shaping the company’s direction and partnering with Tribal Nations to design, deploy, and govern sovereign digital infrastructure that Tribes own and operate under Tribal jurisdiction on Tribal lands, built to generate lasting economic value and a legacy for future generations. He is also Chairman of our Board of Directors.

A citizen of the Rosebud Sioux Tribe, Joe brings more than four decades of executive leadership across Tribal economic development, federal policy, gaming, and broadband. His career has been defined by helping Tribal Nations build and control enterprises that generate sustained economic value under Tribal authority.

Joe’s foundation in Indian gaming is extensive. He played a direct role in the early expansion of Tribal gaming, serving as Vice President of Development for a major casino development and management company, where he helped guide the strategy, financing, and execution of large-scale casino operations. He later served as Chief of Staff of the National Indian Gaming Commission (2005 - 2007), working at the center of federal oversight and Tribal governance, shaping policy and supporting Tribal Nations navigating regulatory complexity.

In the private sector, Joe served as Chairman & CEO of a global gaming manufacturer and supplier, leading international operations, managing large-scale teams, and driving innovation across gaming systems and products. His experience also extends into Class II and digital gaming, where he has helped develop technology-enabled platforms designed to benefit Tribal enterprises.

Joe’s work in digital infrastructure builds on years of direct experience in Tribal broadband. Prior to Tribal Ready, PBC, he led broadband initiatives with Tehan Woglake in 2009, working alongside Tribal Nations to navigate early-stage infrastructure development, funding pathways, and deployment strategy. That experience informs his approach today, grounded in what it takes to move projects from concept to execution in Tribal environments.

At Tribal Ready, PBC, Joe brings together his experience across gaming, broadband, and Tribal enterprise development to help Nations approach digital infrastructure with clarity, control, and long-term vision. His focus is on ensuring these projects are structured correctly, aligned with Tribal governance, and positioned to generate enduring economic value.

Impact: Joe brings the perspective of building Tribal enterprises at scale, helping ensure digital infrastructure is approached with the same level of discipline, commitment to sovereignty, and long-term thinking that has defined the success of Indian gaming.
